Wine and Spirits Travel: New Finds and Old Favorites in Chicago

I try to make it in to Chicago as often as possible, but no
matter how often I do go there I always seem to find new things. In this case,
it wasn?t only the restaurants that were new to me. I was meeting with my
publisher, Dale Winespeare, at Cocktailsand Joints for the first time.


We checked into our rooms at The James Chicago, a hotel I
always loved for its modern comfort. This time they gave me a two bedroom suite,
which I settled quickly in before meeting Dale to go to Tavernita, a new restaurant with an exciting
new cocktail program.



Tavernita doesn?t just make unusual cocktails for individual
customers, they make cocktails for kegs. They also make their own sangrias and
sodas, and serve wine on tap. We were lucky enough to get to try a little bit
of everything and I was quite impressed.


I liked the Booty Collins, consisting of green tea-infused
Absolut Vodka, passion fruit, lemon and cayenne. I also loved the nutty flavor
of the Comandante Big Nose with hibiscus-infused Cruzan Rum, macadamia liqueur,
falernum, lime and nutmeg.? The Jay &
Tay is gin and tonic, in this case Plymouth Gin blended perfectly with a
homemade tonic ? that contains agave syrup and allspice.



I preferred the Red Sangria (which has some Hennessy Cognac
in it) to the white. As for the sodas, the Ginger Chile Ale is a must try, made
with fresh ginger, guindilla orange and blossom honey.


We tried a sampling of food, including the Croquettes,
little sandwiches filled with ham and cheese, and Greg?s Meatballs, which are
made from beef and pork and have a hazelnut romesco sauce which is quite spicy.
My favorite food item was the Grilled Queso, with aged cheddar, tomato
marmalade and brioche toast. Dale enjoyed the snapper, with artichokes, basil
and pine nuts.



We headed back to The James where I met with Jamie to learn
more about some of the exciting programs the hotel has going.? She told me about the seasonal menu changes
at David Burke?s Primehouse, as well as the Tails in the City program for pets,
and the Paul Frank?PJ program for kids.?
There is also now something at The James I find particularly
fascinating, the In-Room Cocktail Experience.



All of the rooms at the hotel now have supplies, including a
glass with recipes, to make your own cocktails. For under $30 (not including
the liquor), you can receive all the mixings and garnishes for some of your
favorite drinks. You can even learn how to make them right with a private
mixology lesson.



Dinner was at III Forks, restaurant in the new Lakeshore
East neighborhood. This large, modern place was very busy (even during the
week), and it?s no wonder with a huge wine list, interesting cocktails and a
varied menu that is also filled with great steak options. They also have a rooftop where you can get drinks and snacks, with a breathtaking view of the Chicago Skyline.



Dale started with an amazing crab cake and continued with
the Chicken Fried Steak, a dish that he couldn?t possible finish. I had the
onion soup and Tenderloin Tips, which were definitely tender and flavorful. We shared
some sides, the best of which was the Sweet Potato Hash (I took the leftovers
and couldn?t wait to have them the next day) and Six Cheese Potatoes.



It was tough to even think about dessert, but we were glad
we sampled the cheesecake and pecan cake before heading back to The James for
the night.

Passengers, gateman heard sound from burning coach: Railway minister

Railway Minister Mukul Roy today said that some injured passengers and a gateman had heard a loud sound when the S-11 coach of Tamil Nadu Express caught fire, but refused to say at this stage whether he suspected sabotage.

"Some of the injured passengers admitted to hospitals and a gateman at one of the level crossings near Nellore station heard a loud sound when the fire occurred in the coach," Roy told PTI before leaving for the accident site at Nellore in Andhra Pradesh.

Asked if he suspected any act of sabotage, Roy said, "I will not say anything at this stage."

"Nothing is being ruled out and nothing can be said without an investigation. It will be investigated if inflammable substances were in the compartment or it was caused by a short circuit," the minister said.

Roy said he had ordered an inquiry into the fire in the Tamil Nadu Express that has so far left 32 dead and several others injured.

He said that he had spoken to the Railway Board for setting up a high-power committee which would investigate the cause of the fire.

Describing the incident as "very tragic and unfortunate", the minister announced an ex-gratia payment of Rs5 lakh each to the next of kin of those killed.

He said that Rs one lakh each would also be paid to those with grievous injuries and Rs25,000 for those with minor injuries.

Roy said the Chairman, Railway Board, has been asked to reach the accident site.

He said that time has now come to take help of technology to upgrade and improve railway safety. Railways have been asked to prepare DPR for safety measures to be adopted to avoid accidents.

"We will submit the DPR to the Planning Commission and then take them to the Prime Minister after which action would be taken," he said, adding this required budgetary support from the central government.

Syria's top diplomat in London defects

Syria's top diplomat in London resigned on Monday in protest against the "violent and oppressive" acts of President Bashar al-Assad's regime, the Foreign Office said.

The move comes after a series of defections by senior Syrian officials in recent weeks, including diplomats in several countries and top army officers.

The Foreign Office said in a statement that charge d'affaires Khaled al-Ayoubi had informed it on Monday that he had "left his post", describing it as a blow to the Syrian government.

"Mr al-Ayoubi has told us that he is no longer willing to represent a regime that has committed such violent and oppressive acts against its own people, and is therefore unable to continue in his position," it said.

Britain expelled the previous Syrian charge d'affaires, Ghassan Dalla, and two other diplomats in May. Syria had earlier withdrawn its ambassador from London.

"Mr al-Ayoubi was the most senior Syrian diplomat serving in London. His departure is another blow to the Assad regime," the Foreign Office said.

"It illustrates the revulsion and despair the regime's actions are provoking amongst Syrians from all walks of life, inside the country and abroad."

It added: "We urge others around Bashar al-Assad to follow Mr al-Ayoubi's example; to disassociate themselves from the crimes being committed against the Syrian people and to support a peaceful and free future for Syria."

The Foreign Office said Ayoubi was not speaking to the media and asked for his privacy to be respected.

It said he joined the Syrian diplomatic service in 2001, and that his first posting was in Greece as consul from 2003 to 2008.

A Foreign Office spokesman would not confirm Ayoubi's current whereabouts or say whether he was now seeking asylum in Britain.

Defections are becoming a growing problem for Assad's regime, which has launched a bloody crackdown on a revolt in which more than 20,000 people have died since March 2011, according to activists.

Syria closed its embassy in Australia on Monday amid reports that some of its staff were seeking asylum.

Mayer Dabbagh, Syria's honorary consul in Sydney, confirmed the closure but declined to say why the embassy had shut or what had become of its staff.

Also on Monday a diplomatic source said that another brigadier general had defected from Syria's army to join the ranks of opposition fighters, pushing the total number of rebel generals based in Turkey to 28.

Senior Syrian officers have been crossing over into Turkey to link up with rebel forces on a near daily basis in recent months, often accompanied by rank-and-file troops, to join the ranks of the Free Syrian Army.

There have been a number of defections by diplomats too.

Sources said last week that Syria's charge d'affairs in Cyprus, Lamia Hariri, and her husband Abdel Latif al-Dabbagh, the ambassador to the United Arab Emirates, had both defected.

Nawaf Fares, Syria's ambassador to Iraq, left for Qatar earlier in July month after publicly renouncing his post.

(AP) ? When the Obama administration agreed to set the first-ever federal limits on runoff in Florida, environmental groups were pleased. They thought the state's waters would finally get a break from a nutrient overdose that spawns algae, suffocates rivers, lakes and streams and forms byproducts in drinking water that could make people sick.

Nearly three years later ? with a presidential election looming and Florida expected to play a critical role in the outcome ? those groups are still waiting. The rules, originally scheduled to take effect in March, now won't be active until next January, and even then could be replaced altogether by state-drafted regulations.

In fact, a growing number of regulations are being delayed at federal agencies or at the White House. The list includes a rule cracking down on junk food at school bake sales, another banning children from dangerous work on farms and one setting federal standards for disposing toxic ash from coal-fired power plants.

Together, the delays suggest caution by the administration at a time when President Barack Obama is increasingly under attack by Republicans and business groups for pushing regulations that they say will kill jobs or needlessly extend federal power.

"Issuing more regulations now would not help dispel the perception that President Obama's administration is 'anti-business,'" said John D. Graham, who from 2001 to 2006 headed the Office of Information and Regulatory Affairs, the White House's political gatekeeper for new rules. And with unemployment at 8 percent, "the Obama administration knows that more costly burdens on business will not create jobs. Those rules will have to wait until after the election."

It's not uncommon for rulemaking to slow during election years "because the White House does not want to create any controversy," Graham, now dean of Indiana University's School of Public and Environmental Affairs, wrote in an email to The Associated Press.

Just last week, the EPA announced it would wait until 2013 to issue a regulation aimed at reducing the number of juvenile fish and shellfish that die in power plants' cooling water intakes and would also tweak a rule requiring new power plants to control mercury and other toxic air pollution. Republicans and industry had charged that both rules would help "kill" coal as an electricity source by helping to shut down older plants and preventing new ones from being built.

"Election-year politics commenced earlier than I have experienced in over two decades of working on these issues," said Vickie Patton, an attorney with the Environmental Defense Fund, which through litigation has forced the Obama administration to unveil politically sensitive rule changes, such as a stronger standard for soot, before the election.

But it's difficult to pin down the motives, especially when a rule gets to the White House. "If something sits over there for a year ... is it political pressure or is it that they are tinkering with the details? The speculation is not the latter, but none of us really know because the process is so hidden," said Randy Rabinowitz, director of regulatory policy at OMB Watch.

Asked whether the delays on some rules had political motivations, White House spokesman Clark Stevens said in a statement that "every standard or rule is different, and the process for finalizing a rule and making sure it meets administration priorities is unique."

In January 2011, Obama issued an order for all federal agencies to get rid of rules that were excessively burdensome, redundant, inconsistent or overlapping. The ax fell on hundreds of regulations, including some to streamline tax forms, let railroad companies pass on installing expensive technology and speed up the visa process for low-risk visitors to the U.S. The administration said the moves would save businesses about $10 billion over five years and spur job growth.

One of the most high-profile reversals was on a pledge to set stricter limits for lung-damaging smog. Obama's predecessor, George W. Bush, bypassed the advice of independent scientists who said the current standard was too weak. The EPA under Obama had promised to change that, only to have the White House put on the brakes, explaining it was acting to reduce regulatory burdens and uncertainty in a shaky economy.

Other environmental regulations, including a rule to reduce greenhouse gas emissions from refineries and lower the sulfur content in gasoline, are also behind schedule, and top EPA officials have said not to expect them anytime soon.

In the area of worker safety, the Obama administration in 2009 said it would set new standards for combustible dust, calling the current rules "fragmented and incomplete." A proposal has yet to come out. And another standard to protect workers from cancer-causing and lung-damaging silica has languished at the White House for more than a year.

The pattern is similar for new Agriculture Department nutrition standards for sodas, snacks and other foods sold in public schools outside the regular meal plan. Republicans pilloried the idea that the federal government would do anything it could to restrict school bake sales. The rule has been under review at the White House for months, and was supposed to be ready in June.

The Agriculture Department says it was delayed because Secretary Tom Vilsack had further questions and wanted to make sure the policy was done right.

After industry pressed for more time, the Food and Drug Administration pushed back by six months a rule requiring sunscreen manufacturers to make clear how much protection their lotions and balms really provide.

The retreats have not stopped Republicans from continuing to paint the president as a regulatory zealot.

At a recent campaign appearance in Houston, presidential candidate Mitt Romney said he would work to reverse damage that Obama had done.

"These entrepreneurs are being crushed by high taxation, burdensome regulation, hostile regulators, excessive health care costs and destructive labor policies," Romney said.

In Florida, industry groups and the state mounted a fierce campaign that charged the nutrient rules would kill the Florida economy. Water bills were stuffed with pamphlets warning of an increase in rates. And letters to Florida's congressional delegation threatened action in the November elections if the lawmakers supported the EPA's regulations.

"It was a simple protect-public-health issue," said David Guest, head of the Florida office of Earthjustice, the lawyer who sued on behalf of environmental groups to force the EPA to set the standards. But Guest said that what started out as a wonky pollution lawsuit has become a fat target for Republicans.

The rules, after two subsequent delays, won't take effect until next year. And another regulation aimed at protecting coastal waters isn't expected to be proposed until after voters go to the polls.

Critics of the regulations are hoping for another election-year gift: a decision by the EPA to abandon its requirements, and instead endorse ones drafted by the state.

"It did not hurt that there was an election year coming, and Florida, once again is going to be a competitive state," said Tom Feeney, president and CEO of the Associated Industries of Florida, one of the groups leading the charge.

"We see landslides everywhere in the solar system," says Kelsi Singer, graduate student in earth and planetary sciences in Arts & Sciences at Washington University in St. Louis, "but Saturn's icy moon Iapetus has more giant landslides than any body other than Mars."

The reason, says William McKinnon, PhD, professor of earth and planetary sciences, is Iapetus' spectacular topography. "Not only is the moon out-of-round, but the giant impact basins are very deep, and there's this great mountain ridge that's 20 kilometers (12 miles) high, far higher than Mount Everest.

"So there's a lot of topography and it's just sitting around, and then, from time to time, it gives way," McKinnon says.

Falling from such heights, the ice reaches high speeds ? and then something odd happens.

Somehow, its coefficient of friction drops, and it begins to flow rather than tumble, traveling many miles before it dissipates the energy of the fall and finally comes to rest.

In the July 29 issue of Nature Geoscience, Singer, McKinnon and colleagues Paul M. Schenk of the Lunar and Planetary Institute and Jeffrey M. Moore of the NASA Ames Research Center, describe these giant ice avalanches.

They challenge experimental physicists to measure friction when ice is sliding, and suggest a mechanism that might make ice or rocks slippery, not just during avalanches or landslides, but also during earthquakes or icy moonquakes.

Too many hypotheses

The ice avalanches on Iapetus aren't just large; they're larger than they should be given the forces scientists think set them in motion and bring them to a halt.

The counterpart to the Iapetian ice avalanche on Earth is a long-runout rock landslide, or sturzstrom (German for "fallstream"). Most landslides travel a horizontal distance that is less than twice the distance the rocks have fallen.

On rare occasions, however, a landslide will travel 20 or 30 times farther than it fell, traveling for long distances horizontally or even surging uphill. These extraordinarily mobile landslides, which seem to spill like a fluid rather than tumble like rocks, have long mystified scientists.

The mechanics of a normal runout are straightforward. The debris travels outward until friction within the debris mass and with the ground dissipates the energy the rock gained by falling, and the rock mass comes to rest.

But to explain the exceptionally long runouts, some other mechanism must be invoked as well. Something must be acting to reduce friction during the runout, Singer says.

The trouble is, there is no agreement about what this something might be. Proposals have included a cushion of air, lubrication by water or by rock flour or a thin melted layer. "There are more mechanisms proposed for fiction reduction than I can put on a PowerPoint slide," McKinnon jokes.

"The landslides on Iapetus are a planet-scale experiment that we cannot do in a laboratory or observe on Earth," Singer says. "They give us examples of giant landslides in ice, instead of rock, with a different gravity, and no atmosphere. So any theory of long runout landslides on Earth must also work for avalanches on Iapetus."

An experiment by accident

McKinnon, whose research focuses on the icy satellites of the outer solar system planets, has been studying Iapetus since the Cassini spacecraft flew by it in December 2004 and September 2007 and streamed images of the ice moon to Earth.

Almost everything about Iapetus is odd. It should be spherical, but it's fatter at the equator than at the poles, probably because it froze in place when it was spinning faster than it is now. And it has an extremely tall, razor-striaght mountain range of mysterious origin that wraps most of the way around its equator. Because of its stoutness and giant ridge, the moon looks like an oversized walnut.

If the Iapetian surface locked in place before it could spin down to a sphere, there must be stresses in its surface, McKinnon reasoned. So he suggested Singer check the Cassini images for stress fractures in the ice.

She looked carefully at every Cassini image and didn't find much evidence of fracturing. Instead, she kept finding giant avalanches.

Singer eventually identified 30 massive ice avalanches in the Cassini images ? 17 that had plunged down crater walls and another 13 that had swept down the slides of the equatorial mountain range.

Careful measurements of the heights from which the ice had fallen and the avalanche runout did not find trends consistent with some of the most popular theories for the extraordinary mobility of long-runout landslides.

The scientists say data can't exclude them, however. "We don't have the same range of measurements for the Iapetian avalanches that is available for landslides on Earth and Mars," Singer explains.

But, it is nonetheless clear that the coefficient of friction of the avalanches (as measured by a proxy, the ratio between the drop height and the runout) is not consistent with the coefficients of friction of very cold ice measured in the laboratory.

Coefficients of friction can range from near zero to greater than one. Laboratory measurements of the coefficients for really cold ice lie between 0.55 and 0.7.

"Really cold ice debris is as frictional as beach sand," McKinnon says.

The coefficients for the Iapetus avalanches, however, scatter between 0.1 and 0.3. Something is off here.

A testable hypothesis

In a typical laboratory experiment to measure the frictional coefficient of ice, cylinders of ice are rotated against one another and their resistance to rotation is measured. If ice is moving slowly, it is very frictional.

But if it were moving faster, the friction might be lower.

Would rapid motion make even super-cold ice slippery? That's a testable hypothesis, the scientists point out, and one they hope experimental physicists soon will take for a spin.

Friction isn't trivial

If ice becomes less frictional when traveling at speed, what about rock? "If you had some kind of quick movement, whether it was a landslide or the slip along a fault, the same kind of thing could happen," Singer says.

Geologists now realize that major faults are weaker during earthquakes than laboratory measurements of rocks' coefficients of friction suggest they should be, she says.

But in this case, higher velocity experiments already have been done. At slow slip rates, the friction coefficient of rocks ranges from 0.6 to 0.85. But when the rocks are sliding past one another fast enough, the friction coefficient is near 0.2. That's in the same range as the Iapetian ice avalanche's coefficients.

Nobody is sure what lubricates the faults when they are jolted into motion by an earthquake, but one of the simplest hypotheses is something called flash heating, Singer says. The idea is that as the rocks slide past one another, asperities (tiny contact points) on their surfaces are heated by friction.

Above a critical speed, the heat would not have time to escape the contact points, which would be flash-heated to temperatures high enough to weaken or even melt the rock. This weakening might explain high slip rates and large sliding displacements characteristic of earthquakes.

The case for flash heating is buttressed by the discovery of rocks that seem to have undergone frictional melting, generically called frictionites, or pseudotachylites, along faults and associated with some rock slides, Singer says.

"You might think friction is trivial," McKinnon says, "but it's not. And that goes for friction between ices and friction between rocks. It's really important not just for landslides, but also for earthquakes and even for the stability of the land. And that's why these observations on an ice moon are interesting and thought-provoking."

Japan factory output drops for 3rd month

TOKYO (AP) ? Japan's industrial production dipped 0.1 percent in June from May, the third straight monthly decline, showing that the world's No. 3 economy continues to struggle.

The Ministry of Economy, Trade and Industry said Monday that factory output ? a key indicator for Japan's export-dependent economy ? fell on sluggish output of automobiles and electronics equipment.

Looking ahead, manufacturers project a 4.5 percent jump in factory output for July, which could overcome the drop over the previous three months. June's decline comes after a 3.4 percent drop in May and a 0.2 percent decline in April.

METI said that while shipments declined 1.5 percent in June, inventories also fell, dropping 1.4 percent.

Luxury goods buck economic slowdown

Fuelled by surging demand in China, luxury goods makers are bucking the global economic slowdown and reaping huge profits on sales of high-end handbags, expensive jewellery and posh perfumes.

Results for the first-half of 2012 released this week showed major brands, including world leaders LVMH, PPR and Luxottica with rising profits driven by growing sales in emerging markets.

The results beat analyst expectations and allayed fears that the cooling down of China's economy would dampen luxury sales. Company bosses even expressed confidence that year-end figures would show continued growth.

Paris-based LVMH, whose assets include jeweller Bulgari, fashion house Louis Vuitton and a string of top champagne and spirits brands, said Thursday its net profit was up 28 percent in the first half at 1.68 billion euros ($2.06 billion).

Sales were up 26 percent, with 29 percent of revenues coming from Asia outside Japan, the group's largest market.

"We approach the second half of the year with confidence," company CEO Bernard Arnault said, with LVMH noting the "global market (is) experiencing strong growth" despite "an uncertain economic environment in Europe."

Another leading French luxury and retail group, PPR, said the same day its first-half net profit was up 5.9 percent to 477 million euros, following a 17 percent jump in sales.

PPR's sales of luxury goods, which include fashion brands like Gucci, Yves Saint Laurent and jeweller Boucheron, were up by nearly a third, compensating for a 9.2 percent drop in sportswear sales dragged down by its Puma brand.

"Business in greater China remained extremely buoyant, with sales climbing by an overall 21.5 percent, fuelled by a 24.4 percent surge in mainland China," the company said of its luxury division.

Italy's Luxottica, the biggest eyewear maker in the world, said its first-half profits jumped 20.6 percent to 195.5 million euros.

The company, which produces Oakley and Ray-Ban sunglasses as well as eyewear for Chanel and Prada, said sales rose by just one percent in Europe but were up 35 percent in emerging markets.

The results echoed similar figures released earlier this month by French luxury goods group Hermes, which reported first-half sales up 21.9 percent to 1.59 billion euros, with Asian sales excluding Japan up 25 percent.

Analysts say China now accounts for about 40 percent of the global luxury goods market and that Chinese appetites are driving sales not only in the country but abroad, as Chinese tourists often rack up sales while on foreign trips.

Despite high taxes on luxury goods in mainland China, companies are also increasingly expanding into its retail market, with PPR alone opening 22 stores in China in the first half of the year.

Still, analysts are warning that some sort of slowdown in luxury goods sales is to be expected if China's red-hot economic growth continues to cool.

China's economy grew by a still-strong 7.6 percent in the second quarter, but the expansion was at its slowest pace in more than three years as global economic problems started to hit the world's second-largest economy.

Thomas Mesmin, an analyst at CA Chevreux, said it was inevitable that a global economic downturn would have an impact on luxury goods.

"Saying that luxury goods are resistant to the crisis sounds good, but it's wrong. There is a fairly strong correlation between the development of the global economy and the luxury market," he said.

"We are accustomed to caviar, but we're probably going to have to eat a little more salmon," he said.

Hong Kong protests education plan, calls it Chinese propaganda

Hong Kong (Reuters) - Thousands of Hong Kong parents marched in the streets on Sunday in protest against a school curriculum plan they said was an attempt to brainwash students by extolling the achievements of the Chinese Communist party.

The controversy is the latest backlash against perceived political influence from Beijing in the former British colony that returned to Chinese rule in 1997.

The furor focuses on a Hong Kong government-funded 34-page book titled "The China Model" celebrating China's single party Communist state as a unique political system under which its economy and society have flourished.

The book will form the basis of a national education curriculum for students aged six years and older in Hong Kong schools in the coming year.

"We don't want our child to be fed this material, said P.S. Ho, who joined the protest along with his wife and four-year-old daughter. "If the initiative continues without changes, maybe we will change schools later or immigrate to another country."

Parents with children in strollers, secondary school students and activists joined the rally on a sweltering afternoon, carrying placards and handing out pamphlets decrying the education plan.

A police officer estimated the crowd to be about 19,000 which is considered sizeable by Hong Kong standards.

"Parents are concerned. We don't want them to brainwash our children's minds," said Linda Wong, a member of a parent concern group and a mother of one.

While the booklet touches on some negative aspects of contemporary Chinese history including unfair land grabs by corrupt officials and a toxic milk powder scandal, it makes no mention of the June 4 crackdown on pro-democracy protesters in Beijing's Tiananmen Square in 1989.

It also describes the U.S. political system as having "created social turbulence and is harmful to people's livelihood".

"This material is given to elementary school students. They don't have the independent thinking capabilities to judge for themselves," said Joseph Wong, 19, a member of a youth activist group.

Hong Kong officials rejected any plan to introduce Chinese-style propaganda, saying the "China Model" booklet was only a guide.

"We definitely would not want to see any so-called brainwashing type of education from happening. If that indeed happens, which we do not believe will happen...we would be the first one to come out to condemn such a situation," said Lee Chack-fan, chairman of a group tasked with drafting the guidelines for the national education scheme.

Israel denies report that Netanyahu was briefed on U.S. attack plans for Iran

JERUSALEM (JTA) -- Unnamed senior Israeli sources denied an Israeli newspaper report that the U.S. National Security Advisor Thomas Donilon shared U.S. contingency plans for a possible attack on Iran with Prime Minister Benjamin Netanyahu.

?Nothing in the article is correct," a senior Israeli official told Reuters and The Associated Press on Sunday.? "Donilon did not meet the prime minister for dinner, he did not meet him one on one, nor did he present operational plans to attack Iran.?

Haaretz had reported the same day that Donilon on a visit to Israel earlier this month had described the plan to Netanyahu over dinner. The newspaper cited an unnamed senior American official and said that Israel's national security adviser, Yaakov Amidror, attended part of the meeting.

Donilon also shared information on U.S. weaponry and military capabilities for dealing with Iran's nuclear facilities, including those deep underground, according to Haaretz, citing the American official.

Tommy Vietor, spokesman for the U.S. National Security Council, had declined to comment to Haaretz on the details of the meeting.

The Haaretz report appeared as presumptive Republican presidential candidate Mitt Romney arrived in Israel to meet with Israeli and Palestinian officials.

Japan anti-nuke candidate loses governor election

TOKYO (AP) ? A candidate who ran on a rare anti-nuclear platform lost a weekend election for state governor, even as thousands of people formed "a human chain" around Japan's parliament complex to demand the government abandon nuclear power.

The protest was the latest in a series of peaceful demonstrations on a scale not seen in the nation for decades since the Fukushima crisis gave rise to fears of another nuclear disaster.

In the closely watched election Sunday for governor of southwestern Yamaguchi prefecture, anti-nuclear candidate Tetsunari Iida trailed former bureaucrat Shigetaro Yamamoto with 185,654 votes to 252,461 votes, the prefecture said Monday. Two other independent candidates also ran. Voter turnout at 45 percent was high.

The election highlights the gap between deep anti-nuclear sentiments, evident in Sunday's and other recent protests in Tokyo, and the reaction in distant rural areas, where the plants are located, that tends to be more accepting of their presence.

Sunday's protesters, crowding Japan's Capitol Hill, said they were angry that the government had restarted two reactors earlier this month despite safety worries after the multiple meltdowns at the Fukushima Dai-ichi nuclear plant in March last year. The reactors were the first to return to operation since May, when the last of Japan's 50 working reactors went offline for routine checks.

Banging on drums and waving balloons and banners, protesters marched from a Tokyo park and lined up along the streets around the parliament building chanting, "Saikado hantai," or "No to restarts," and later lit candles.

"All these people have gotten together and are raising their voices," said Shoji Kitano, 64, a retired math teacher who was wearing a sign that read, "No to Nukes."

Kitano said he had not seen such massive demonstrations since the 1960s. He stressed that ordinary Japanese usually don't demonstrate, but were outraged over the restarting of nuclear power.

Similar demonstrations have been held outside the prime minister's residence every Friday evening. The crowds have not dwindled, as people get the word out through Twitter and other online networking. A July 16 holiday rally at a Tokyo park, featuring a rock star and a Nobel laureate, drew nearly 200,000 people.

The crowd appeared to be smaller Sunday. Kyodo News service estimated it at about 10,000 people. Participants said they came from across Japan, underlining the widespread appeal of the protests.

Prime Minister Yoshihiko Noda defended his decision to restart the two reactors at Ohi nuclear plant in central Japan as necessary to maintain people's living standards. Other reactors are also expected to go back online, one by one.

Reports from government and legislative investigations of the Fukushima disaster have done little to allay people's fears. A recent probe blamed a "Japanese mind-set" which it said had allowed collusion between the plant's operator and regulators.

Adding to protesters' frustrations is the support nuclear power has received from regional governments where the plants are located. They said they planned to vote anti-nuclear candidates into office to effect change.

Typically, relatively poor rural and fishing areas, far from Tokyo, have been chosen for construction of nuclear plants, with residents won over with jobs and subsidies. There is a plan to build a nuclear plant in Yamaguchi prefecture, but doubts are growing over whether that can be carried out.

At the Tokyo protest, hospital worker Mika Ohta vowed to vote for anti-nuclear candidates in the next election.

"There is nothing good about nuclear power. It is expensive, gets workers radiated and creates waste," she said. "I'm opposed to this government in every way."

(AP) ? (AP) ? The Syrian government launched an offensive Saturday to retake rebel-held neighborhoods in the nation's commercial hub of Aleppo, unleashing artillery, tanks and helicopter gunships against poorly armed opposition fighters.

Yet after a day of fighting, the rag-tag rebel forces remained in control of their neighborhoods in Syria's largest city, said activists, suggesting they had successfully fought off the government's initial assault.

The international community has raised an outcry about a possible massacre in this city of 3 million but acknowledged there was little they could do to stop the bloodshed. The foreign minister of Russia, a powerful ally of Syria, said it was "simply unrealistic" for the Syrian regime to cede control.

The state-controlled al-Watan newspaper celebrated the assault with a banner headline proclaiming the fight for Aleppo "the mother of all battles."

The rebels are estimated to control between a third and a half of the neighborhoods in this sprawling city, especially a cluster in the northeast around Sakhour neighborhood and in the southwest.

They began their attempt to wrest this key city from the government's control a week ago. About 162 people have been killed, mostly civilians, according to the Britain-based Syrian Observatory for Human Rights, which does not include soldiers in its toll. Some 19,000 people have been killed since the uprising began in March 2011, estimated the group.

For Saturday, activists estimate that at least two dozen have died so far in the day's fighting.

Local activist Mohammed Saeed said the rebels have managed to keep the regime's tanks at bay so far with rocket-propelled grenades.

"The army hasn't been able to take any neighborhoods yet, there are too many from the Free Syrian Army," Saeed said, referring to the rebels.

He estimated that about 1,000 fighters had poured into the city in the past few days to take on the Syrian army, which had been massing forces around the city ahead of its attack.

By the end of Saturday, according to the Observatory, the government appeared to have pulled back from its ground offensive and was resuming its bombardment of various neighborhoods with artillery. Attack helicopters pounded rebel positions.

There were few details about the attack in the state press, although it issued a long list of victories across the country against the "terrorists," as the rebels are referred to, a sign of widespread fighting.

The international community has expressed growing concern that there could be major bloodshed if Syrian troops retake Aleppo. But Western nations and their allies have found themselves powerless to prevent the situation from deteriorating despite a series of diplomatic efforts, including a cease-fire agreement that never took effect.

In a statement, the Arab League expressed "deep dissatisfaction for the Syrian regime's acts of oppression," particularly the use of heavy weapons against its own people. It urged Syria "to stop the cycle of killing and violence and lift the siege off the Syrian neighborhoods under attack."

The group's deputy chief, Ahmed Ben Hali added that the Arab states were preparing a resolution in front of the United Nations General Assembly calling for the creation of safe havens to protect civilians and to apply further sanctions on the regime.

Measures passed in the General Assembly are largely symbolic and not binding. The West and its Arab allies have been unable to pass effective resolutions in the more powerful Security Council. China, and especially Syria's close ally, Russia, have vetoed any attempt to sanction Bashar Assad's regime.

Russian Foreign Minister Sergey Lavrov on Saturday called the bloodshed in Aleppo a tragedy, but asked what else could the government do against the rebellion.

"Now the city of Aleppo is occupied by the armed opposition; another tragedy is imminent there," he said. "How can it be hoped that in such a situation the government will simply give in, say 'Okay, I wasn't right, overthrow me, change the regime ? it's simply unrealistic."

Russia has been a key source of support for Syria, although Moscow officials in recent months have said they are simply taking a more even-handed approach while the West offers support to the rebels.

French President Francois Hollande even chided Russia and China on Saturday, asking them to "take into consideration ... that it will be chaos and civil war if at some moment Assad isn't stopped."

It's been a difficult two weeks for the Syrian government, with assaults on its two main cities, a bomb that killed four top security officials and a string of high-profile defections.

The country's military apparatus, though, has remained intact and continues to crush the opposition's remnants in Damascus and its outskirts.

If they really try to make a stand in Aleppo, the rebels risk being annihilated by superior firepower, and may instead withdraw to preserve their forces as they did in Damascus last week.

Italy welcomed Friday's release of two Italian electrical engineers, who had been captured eight days ago by militants.

Domenico Tedeschi and Oriano Cantani, who worked on power plants, told reporters in Damascus that they had been kidnapped by five or six masked men who intercepted their car as they drove to the airport. They were later rescued by the Syrian army.

Amid the fighting, three Syrian athletes took part in the first day of competition in London's Olympic games in swimming, shooting and boxing.

All were defeated, including Wessam Slama, a bantam weight boxer who was one of Syria's better medal hopes.

The team's leader, Maher Khayata, whose family is currently trapped by the fighting in Aleppo, said there thoughts were always on the situation at home.

"We would like to return with an Olympic medal," he told The Associated Press, "but what we want more is to return to our homeland with the news that fighting has stopped and nobody is being killed anymore."
