LEIDSCHENDAM, Netherlands (AP) ? Judges are passing sentence on former Liberian President Charles Taylor for supporting rebels in Sierra Leone who murdered and mutilated thousands during their country's brutal civil war.
Taylor was convicted last month on 11 charges of aiding and abetting the rebels who went on a bloody rampage during the decade-long war that ended in 2002.
The 64-year-old warlord-turned-president is the first former head of state convicted by an international war crimes court since World War II.
Prosecutors have asked judges at the Special Court for Sierra Leone to impose an 80-year sentence when they mete out his punishment Wednesday morning. Taylor's lawyers urged judges to hand down a sentence that offered him some hope of release before he dies.
Taylor will serve his sentence in a British prison.

There are many different search engines and vehicles on the Internet today, but only a few have true power and deserve attention when attempting web site promotion. Search engines are of great importance to web site promotion and the major part of the market belongs to Google. It is the predominant force in the search engine business and is likely to be the king for many years to come. The goal of a good promotion campaign starts with satisfying the requirements of Google for high ranking based on your keywords and category. The main algorithm that Google uses is a closely guarded secret and is not a static target. Once you have reached a number one ranking for specific criteria through search engine optimization and more, the ranking may change at anytime based on a change of the rules by Google.
Google is the 100-pound gorilla in the room, but it does leave some scraps for other Internet companies to claim. Microsoft has a share of the search engine market with Windows Live and can be used to slightly increase your traffic and cover the bases. Having all of your search engine eggs in one Google basket is probably not wise and counting on Microsoft to be the next best player seems a good bet. The Internet has hundreds of search engines, but many of them are more locally based and language oriented. Among the English language alternatives, the rest of the major players are Yahoo/AltaVista and Ask/Lycos. The names are combined due to the close relationships between the listed partners that share databases. If you have gone as far with Google as you can for the moment, why not try to get a little boost from the other three companies. Your ranking in Google will almost certainly not be your ranking with the other Internet search engines. You can focus on the scraps for a while before working on the main course again.
The Internet is full of information by experts and many others concerning the ranking behavior of the search engines with regard to titles, keywords, and more. True web site promotion requires an active interest in gathering some of your own anecdotal theories and keeping up with the trends in other people?s efforts. Most web sites are actively watching Google and the others, so you should, too.

CAIRO (AP) ? A mob set fire late Monday to the campaign headquarters of one of the two Egyptian presidential politicians facing each other in a runoff that will decide a new leader after last year's popular uprising, the first sign of unrest after the voting yielded divisive candidates.
The attack on Ahmed Shafiq's office came just hours after the country's election commission announced that he would face the Muslim Brotherhood's candidate, Mohammed Morsi, in a June 16-17 runoff.
The second round pitting Shafiq, who was ousted President Hosni Mubarak's last prime minister, against Morsi, backed by the country's most powerful Islamist movement, is a nightmare scenario for the thousands of Egyptians who took to the streets last year to demand regime change, freedom and social equality.
Many of the so-called revolutionaries say they want neither a return to the old regime nor religious rule.
"The choice can't be between a religious state and an autocratic state. Then we have done nothing," said Ahmed Bassiouni, 35, who was sitting in Cairo's downtown Tahrir Square in the midst of a growing protest.
In an upscale neighborhood of Cairo, mobs of young men used bricks to smash the windows of Shafiq's headquarters, tossing out campaign signs and tearing up his posters. Then they set fire to the building. There were no reports of injuries. Police arrested eight people.
His campaign blamed supporters of leftist candidate Hamdeen Sabahi, who came in third in the race, and backers of another losing candidate, Khaled Ali, who was protesting the election results Monday evening in Tahrir Square, the center of last year's uprising.
Shafiq, also a former air force commander, was forced out of office as prime minister by protesters shortly after Mubarak's fall. He has since presented himself as a figure who can restore calm to a country wracked by 15 months of sometimes violent protests and deterioration in internal security. He has expressed a zero-tolerance attitude toward protests, reflecting his background in the military and in the former regime, which put down protests with brutal force and jailed opponents.
Shortly after the protesters ransacked the campaign office, fire trucks and police arrived as several hundred of Shafiq's supporters gathered outside the building, carrying his picture and chanting slogans against the Muslim Brotherhood, which controls the parliament and is now seeking the presidency.
"The Brotherhood are enemies of God!," chanted the crowd.
The Morsi-Shafiq runoff is a polarizing contest. It mirrors the conflict between Mubarak, himself a career air force officer like Shafiq, and the Islamists he jailed and tortured throughout his years in power. But it sidelines the mostly young, secular activists who led the popular uprising last year.
The commission reported Monday that Morsi won close to 5.8 million votes, or almost 25 percent, while Shafiq received 5.5 million votes, or nearly 24 percent. Sabahi, a socialist, finished third with 4.8 million votes, or about 21 percent. Fourth place went to moderate Islamist Abdel-Moneim Abolfotoh. Turnout was about 50 percent.
In Tahrir Square, several thousands protesters chanted slogans against the military rulers who took over after Mubarak's ouster. Protesters have clashed frequently with the military in street protests that have killed more than 100 people, charging that the military is perpetuating the repressive practices of the Mubarak regime and bungling the transition to a new, elected government.
Protesters also chanted slogans against both Morsi and Shafiq, saying they will not allow Egypt to be ruled by one party again nor allow the former regime to regain power.
"Freedom! Freedom!" the crowds chanted, fists pumping in the air.
Some were demanding that a law approved by parliament banning former high-level regime officials from running in the election be implemented. That could apply to Shafiq. Egypt's Constitutional Court is set to look at the law just four days before the runoff.
Others charge that last week's election, with 13 candidates, was rigged, though observers said the vote was generally free.
In the Mediterranean port city of Alexandria, where Sabahi, a favorite among many revolutionaries, won the most votes, protesters tore down and burned large Shafiq and Morsi posters and protested against military rule.
In the Nile Delta provinces of Dakahliya and Mansoura, protesters took to the streets in similar protests. Security officials said protesters in Mansoura tried to attack the campaign offices of Morsi and Shafiq, but supporters of both candidates stopped the crowd.
The protests come just one day after Sabahi and Abolfotoh, whose supporters backed the popular uprising, filed appeals to the election commission to delay announcing the first round results until allegations of voter fraud could be investigated. Their appeals were rejected Monday.
Speaking to reporters Monday, Abolfotoh said "violations threatened the integrity of the election."
"It is impossible under any circumstances for me to say with a national conscience that these elections were clean," Abolfotoh said.

Lewis-Clark State (42-13) moves on to play either LSU-Shreveport or Rogers State Monday afternoon, while the Coyotes season comes to a close at 41-21.
All four Warrior first-inning runs were unearned with two outs. Alfonso Casillas hit a hot-shot through first-baseman Jesse Dodd, ruled an error, to score Kyle Knigge. Miller's tenth homer of the season followed, pushing the Warriors lead to 4-0.
Casillas struck again in the third, singling home Knigge to make it 5-0.
After stranding a pair of runners in the third inning, The Yotes only run crossed in the fifth. Andrew Sewell was hit by a pitch and Izaac Garsez walked before Jarel Lewis singled to score Sewell ? but Tanner Hodges grounded out to end the threat.
Pitcher Todd Griffiths kept College of Idaho in the game, getting 12 ground ball outs ? inducing four double play balls which ended the fourth, seventh, eighth, and ninth innings. The senior did not walk a man and struck out five.
Griffiths was one of eight seniors who played their final game as Coyotes. Sewell, Ward, Hodges, Garsez, Harris, Joshua Orr and Chad Yeggy completed their collegiate baseball careers Saturday.
The C of I had a final chance in the ninth, after singles from Jeffrey Harris and Tyler Andazola and a walk to Brett Ward loaded the bases with one out. However, Zach Fabricius struck out followed by a Garsez fly out to deep left-center to end the game.

SACRAMENTO, Calif. (AP) ? After the 2001 terrorist attacks, California lawmakers sought a way to channel the patriotic fervor and use it to help victims' families and law enforcement. Their answer: specialty memorial license plates emblazoned with the words, "We Will Never Forget."
Part of the money raised through the sale of the plates was to fund scholarships for the children of California residents who perished in the attacks, while the majority ? 85 percent ? was to help fund anti-terrorism efforts.
But an Associated Press review of the $15 million collected since lawmakers approved the "California Memorial Scholarship Program" shows only a small fraction of the money went to scholarships. While 40 percent has funded anti-terror training programs, $3 million was raided by Gov. Jerry Brown and his predecessor, Arnold Schwarzenegger, to plug the state's budget deficit.
Millions more have been spent on budget items with little relation to direct threats of terrorism, including livestock diseases and workplace safety.
Moreover, the California Department of Motor Vehicles has been advertising the plates as helping the children of Sept. 11 victims even though the state stopped funding the scholarship program seven years ago. The specialty plate fund continues to take in $1.5 million a year.
Californians who lost loved ones in the attacks take the raid on the license plate fund as an affront to the memory of those who died.
"I can't believe that they would do that," said Candice Hoglan, who lives in the San Francisco Bay Area and bought a plate to commemorate her nephew, Mark Bingham. "We're paying extra for the plate; we're making a point, and it means a lot to us."
Bingham was killed on United Airlines Flight 93, which crashed in Pennsylvania, and was one of the passengers who led the attempt to wrest control from the hijackers. His mother, Alice Hoagland, also was troubled by the program's apparent drift from its original purpose.
"I'm sorry that as we retreat in time from 9/11, we seem to be retreating in our resolve never to forget," she said in a telephone interview.
The plates, which cost an initial $50 plus a $40 annual renewal fee, feature an American flag partially obscured by clouds and the "never forget" slogan. Residents of California, where all four jetliners were bound when they were hijacked, have bought or renewed the plates more than 200,000 times since 2002.
Of the other states directly associated with the 2001 attacks, only Virginia has established a similar specialty plate program. Yet it did not set up a special fund for the proceeds of its "Fight Terrorism" plate.
For the past decade, the California DMV has said on its website that the money will "fund scholarships for the children of Californians who died in the September 11, 2001, terror attacks and helps California's law enforcement fight threats of terrorism." It advertises the program with the slogan, "Be a patriot."
While the DMV description of the program was not "totally disingenuous," the department should probably remove references to the scholarship program, said Joe DeAnda, a spokesman for the state treasurer's office, which disburses the money.
"It's out of date and it's on DMV to update that," he said.
Late Friday, the department modified the description of the license plate on its website to remove the reference to the scholarship program in response to the investigation by the AP, which began in March. Spokeswoman Jan Mendoza said the reason promotional materials were not updated sooner was "unknown."
The DMV still lists the scholarship program on the online and hardcopy form drivers fill out to buy the license plates, but Mendoza said the department will change this next time the forms are printed.
The legislation establishing the plates had earmarked 15 percent of the revenue for scholarships. Yet only $21,381 has reached the children and spouses of the three dozen California residents killed during the terrorist attacks. The state treasurer's office closed the scholarship program in 2005, the sign-up deadline for potential recipients, and has $60,000 in reserve.
The total amount dedicated to scholarships was 1.5 percent of the $5.5 million raised through the sale of the plates through 2005.
The original legislation said the remainder of the money would go to "law enforcement, fire protection, and public health agencies" to be used "exclusively for purposes directly related to fighting terrorism."
But in 2008, former Gov. Arnold Schwarzenegger, a Republican, borrowed $2 million to close a budget gap. Last year, Brown, a Democrat, borrowed another $1 million.
Neither loan has been repaid nor are their deadlines to ensure they will be. Elizabeth Ashford, a spokeswoman for Brown, said the loans have done no harm.
"We're trying to simultaneously balance the budget and fund important programs," she said. "If there was an indication that borrowing this money was going to negatively impact this program, we wouldn't borrow the money."
The rest of the money has gone to a wide array of budgets and programs.
The Legislature sent $3.7 million to the California Department of Food and Agriculture, according to the Department of Finance, to establish an online food monitoring database and implement a variety of worker safety programs, including hiring industrial hygienists to tend to worker health.
But it is difficult to say precisely where the money has gone. Late Friday, the agriculture department delivered documents it said were in response to a California Public Records Act request the AP filed eight weeks earlier.
The response contained itemized budget reports going back six years and listing payments for all types of government functions, ranging from salaries and benefits, to printing costs and communication equipment. Among the details: $18,163 for furniture in 2006 and $11,492 for auto inspection in 2009.
The response also included a legislative report on the threats the agriculture department is targeting with an online database the license plate program helps fund . A similar report from 2006, when the license plate money was first authorized, lists bioterrorism as a potential danger. But the 2011 report focuses on food safety and livestock concerns, including foot-and-mouth disease and meat and poultry monitoring.
Director of Animal Health and Food Safety Services Annette Whiteford said the department does not track license plate money separately from other funds.
She said it would be wasteful to reserve the money exclusively for anti-terrorism work. For example, the department uses some of the money to buy safety suits that would be essential during an anthrax attack but also are useful for routine food investigations.
"The things that I worry about in the animal food safety division are very high consequence events, but very infrequent. So I always try to leverage those resources," she said.
Another $2 million has gone to programs that aim to protect Californians from all manner of potential threats, not just those related to terrorism.
The California Emergency Management Agency used nearly $1 million in memorial license plate money for general operations, including administrative costs, buying and fueling cars, and hiring a person from 2007 to 2009 to coordinate five so-called "fusion centers," according to documents obtained through a Public Records Act request.
The other $1 million went directly to the fusion centers, which were founded after the 2001 attacks to focus on terrorist threats but have since switched to an "all crimes" approach that includes gang activity and natural disasters.
Herb Wesson, who wrote the license plate bill when he was speaker of the California Assembly, said he was saddened to hear how the money had been spent.
"I understand the financial climate they find themselves in, but they are not following the spirit and intent of the legislation," said Wesson, now president of the Los Angeles City Council. "The lion's share of the money was supposed to be given to local law enforcement so that they could beef up their anti-terrorism operations."
About 40 percent of the total raised to date, or $6 million, has gone to anti-terrorism training programs for firefighters and law enforcement officers. There is a slight discrepancy between the DMV's revenue figures and the Department of Finance's expenditure figures that neither agency could explain.
Patricia Anderson, who paid $98 for a personalized memorial plate reading "WE R 4US," said she signed up for the program primarily to show respect for victims of the 9/11 attacks. Anderson said she was disheartened but not surprised to learn that much of the money has gone to fill the state deficit or used for general purposes.
"That's California," said Anderson, who now lives near Austin, Texas. "It's kind of a given these days ? nothing is spent on what it's supposed to be."

Here?s how it all breaks down:
Why doesn?t Research In Motion simply sell at any cost to Microsoft? They are losing executives and cutting employees. No measure of restructuring can save their plummeting market share or improve their dismal outlook. They need help in a big way.
Microsoft needs to make some moves. Google just finalized the purchase of Motorola Mobility. Apple prints money and would sell the heck out of anything they put out even if they eliminated their marketing department completely. RIM needs to sell. It all adds up if Microsoft is willing to take the plunge.
It makes sense for both companies. Microsoft has a stranglehold on business productivity software. RIM once had a stranglehold on business mobile software. Together, they may be able to make a play to change the trend towards iOS and Android in mobile. Almost as importantly, the Blackberry software has always had an upperhand with translating desktop application integration onto mobile devices.
Amazon will be in the mix off and on if they aren?t stung by RIM?s dismissal of them last year. Apple wouldn?t want to get involved and Google is a longshot. This leaves big telecom companies, the Chinese telecoms, and Microsoft as the only likely suitors.
By 2013, RIM will be on the way out the door as a company if they don?t get help soon. Microsoft?s situation is much less precarious but the company?s conservative approach to mergers and acquisitions has contributed to them entering the mobile game late and not being able to move up quickly enough to compete. When these situations are all considered, the answer to the question becomes pretty clear.
Microsoft should buy RIM.

PESHAWAR, Pakistan (AP) ? A U.S. drone fired two missiles at a bakery in northwest Pakistan Saturday morning, killing at least three suspected militants, two local intelligence officials said.
The officials said at least one militant was also wounded in the latest attack that took place in Miran Shah, the main town in the North Waziristan tribal region.
It was the third such attack in less than one week.
The officials said the victims were buying goods from the bakery when the missiles hit it. They said residents were still removing the debris.
The officials spoke on condition of anonymity because they were not authorized to talk to the media. The U.S. rarely talks publicly about the covert CIA-run drone program in Pakistan.
Drone strikes have become an increasingly contentious issue between Washington and Pakistan. Pakistan's parliament has demanded the U.S. end all drone strikes on its territory.
However, the United States has shown no intention of stopping the strikes.

When giving a character sheet, i give the bare minimum I require. You are free to expand if you feel so, make it however detailed you want, and if you so choose, fit it into the perimeters of what RPG has in the form of a character sheet. If you notice my character sheet, I tend to make them very small and simple, expanding more on my character more through script not a bio. You do what makes you the most satisfied with your character, just provide the areas I listed.
That embarrassing moment when you realize you hadn't even accepted your own character sheet, and people don't have an example to go off of, yep this guy.

1up.com is doing a ?What if? series of articles and videos that covers their idea of what life would be like if some sort of situation in the game industry were different. They decided to look at if arcades were the only thing that existed and I can?t help but think it?s all tongue-in-cheek since it certainly doesn?t take a serious look at what it would be like. Not that I haven?t thought up some ?what if? scenarios in my head before about video games when I have some down time and nothing better to think about. Here?s the video if you are interested:
For some serious thought on it and not lamenting how it would suck to be a game journalist that has to *gasp* get out to play a game to review it (aka #1stworldproblems), I think it would be a lot like what you find in countries around the world where home consoles aren?t easily accessible due to cost. I have lived in Brazil for a few years and there a console like the Xbox 360 costs somewhere around R$2500-R$3000. I knew a lot of people that made about R$500-R$700 a month so such an expense as a game console is out of the question for many. As such arcades are fairly popular there as it is a much cheaper way for a consumer to enjoy their games. I imagine that it is also similar in China, where a lot of new arcade development is taking place and there isn?t a console in every home. There are inherent problems that come out of there, particularly with piracy but there are some who are trying to make their own unique games to appeal to players.
Spending quarters or the equivalent on arcade games is much easier to come by in a lot of places and that?s also not taking into consideration the other costs of a game console. Anytime I see arguments that arcades are too expensive, I haven?t seen comparisons of how much people spend on home entertainment as you have the cost of the console, accessories like the controllers, the games themselves at $30-$60 a pop, and the DLC for those games. Add in the cost of a new TV if needed for an HD game console or a surround sound system if desired; maybe even the cost of your internet service or Xbox Live subscription.? That?s the thing that gets overlooked with arcades ? when you have a cabinet, it has everything the game needs built into it already ? the HD screen, the sound systems, the unique controllers and the game. Considering the effects of inflation, even paying a $1 for a game is not so bad when you look at it as a total package and we have to remember that markets only support what people are willing to pay for as well.? That?s even more striking when a game uses some sort of expensive new technology like an autostereoscopic 3D screen like with?Let?s Go Island 3D, a large multi-touch screen like TouchFX or ReRave has or a seamless multi-screen like with Dariusburst Another Chronicle. You are probably not going to fork over several grand to get that sort of stuff at home for a small selection of games.?? Of course with no home games, what would be out there would be different, to fit into the arcade model. But who knows, with all the development dollars being spent there, some variations of the model would certainly appear and the market would adjust to please the players.
Speaking of costs, how much do you really spend on an arcade game to beat it? I?ve spent about $15 before to clear out a newer game but as I get better at it I spend less for the same amount of entertainment afterwards. Anything I spend time on watching first that prepares me for what is to come as well. And if I don?t like a game, spending $1 to find that out (although usually more like 75?) is much better than spending $60 for the same thing. Of course there are rentals for homes but I have been burned before on buying into the hype for a game only to really not like it afterwards. Again, that is a lesson for rentals but when you look at the arcade industry, it?s a rental model as it is. I should also add that arcades don?t have ridiculous DRM that requires an always on internet connection for you to play single player. That is what modern PC DRM is turning into, pricey rentals that are a bit more than what arcades will charge.
I?m not against home development by any means, I own over a dozen consoles myself and I play both home and arcade games frequently. There?s no reason you can?t enjoy both but if all you did was arcade gaming it?s not like it would be a dreary world of soulessness either.? It?s not like the world of home gaming is a sea of roses either. Recent earnings reports from Japanese companies show Sega and Namco doing better in arcade amusements then home amusements. Sega cut back on their home developments quite a bit, Atari is facing continued pressure and rumors of cuts Sony is facing a potential disaster over the Vita which is not selling very well in Japan. A lot of development is moving to mobile platforms of course and costs for games will change as more shifts to the digital domain.
I'm a lifelong fan of video games and I have been operating my own arcade, The Game Grid Arcade in West Valley City, Utah for the past four years.

BEIRUT (AP) ? The leader of Lebanon's Shiite militant group Hezbollah has appealed for calm after people blocked roads and burned tires in Beirut to protest the kidnapping of 11 Lebanese Shiites in neighboring Syria.
Tuesday's abductions in Syria's northern Aleppo province threatened to ignite dangerous sectarian tensions and fueled fears that Lebanon is getting drawn into the chaos next door.
The Lebanese were on their way home from a religious pilgrimage in Iran when Syrian rebels intercepted their vehicles, Syria's state-run SANA news agency said. The rebels abducted the 11 men and a Syrian driver. The women were released.
Lebanese security officials confirmed the kidnapping.
As the news of the kidnappings spread, residents of the southern suburbs of Beirut, a Shiite area, took to the streets and burned tires and blocked roads in protest. The leader of Hezbollah, a strong ally of the Syrian regime, appealed for calm and warned his followers against revenge attacks targeting Syrians.
"This is strictly prohibited," Sheik Hassan Nasrallah said in a televised speech.
He said the Lebanese government must press for the pilgrims' release.
"We will work day and night until these beloved people are with us," Nasrallah said.
Hezbollah has stood by Syrian President Bashar Assad as he struggles to put down a 15-month-old uprising.
Sunnis form the backbone of the Syrian revolt, which has unleashed boiling sectarian tensions. Assad and the ruling elite in Syria belong to the tiny Alawite sect, an offshoot of Shiism.
Within hours of the kidnappings, the Syrian government began moving into Azaz in Aleppo province, where the abductions took place, activists said.
Syria's uprising began in March 2011 with mostly peaceful calls for reform, but the government's brutal crackdown on dissent led many in the opposition to take up arms. The U.N. estimates more than 9,000 people have been killed as the conflict spirals toward civil war.
Tuesday's kidnappings come at a time of deep tension in Lebanon over Syria. The countries share a complex web of political and sectarian ties and rivalries, which can quickly turn violent. The conflict already has spilled across the border, with deadly results.
Lebanese Sunni groups supporting and opposing the Damascus regime fired rocket-propelled grenades and machine guns in Beirut early Monday, killing at least two people. It was among the most serious fighting in the capital since 2008.
The spark for the violence was the killing Sunday of Sheik Ahmed Abdul-Wahid, an anti-Syrian Sunni cleric, and his bodyguard in northern Lebanon. A Lebanese soldier shot the men, apparently after they failed to stop at an army checkpoint. The killing fueled deep anger over the perceived support of some of Lebanon's security forces for the Syrian regime.
Syria had troops on the ground in Lebanon for nearly 30 years until 2005 and still has strong ties to Lebanon's security services.
Earlier this month, the arrest of Shadi Mawlawi, an outspoken Lebanese critic of Assad, set off several days of clashes in northern Lebanon that killed eight people. Mawlawi was accused of belonging to a terrorist group.
On Tuesday, authorities released him from jail on $330 bail, a move many hoped would defuse tensions. During a news conference in the northern Lebanese city of Tripoli, Mawlawi said he was "subjected to psychological pressure and torture" following his May 12 arrest and was forced to give false confessions that he was connected to terror groups.
Mawlawi denies any links to such groups.
As he spoke, supporters at the news conference lashed out at the Syrian regime, saying, "Assad is the enemy of God."
