Weibo services 'punished' for Beijing coup rumors, comments temporarily disabled

For a country who doesn't really do April Fools' Day, you know China means business when it lays the smackdown on its weibo services. Here's the background story: about a week ago there was a rumor on the Chinese web about a military coup on one of the main streets in Beijing, and coincidentally I was in town around the time (for the Windows Phone launch). Funnily enough, I wasn't aware of this at all until my taxi driver in Hong Kong asked me about my visit, as he claimed that the passenger he picked up beforehand was actually a Chinese military officer who had several intense phone calls about said coup.

But of course, nothing actually happened. In fact, the guards at Tiananmen Square and the Forbidden City were pretty relaxed when I visited on that very day. As for the rumormongers, the Chinese government announced through Xinhua that 16 websites have been shut down and six people have been detained, while local microblogging platforms Sina Weibo and Tencent Weibo have been "criticized and punished accordingly," though it didn't elaborate on the details. All we know is that comments under each weibo post are now disabled until local time 8pm on April 3rd, during which these two companies can, in their own words, clean up the mess. Well, at least we now know where to draw the line for China's April Fools'.

Concerns over India rivers order

A supreme court order in India asking the government to link more than 30 rivers and divert waters to parched areas has sparked concerns in neighbouring countries.

Bangladesh says it would be hardest hit because it is a downstream country to two major rivers that flow from India.

New Delhi is yet to respond to the neighbouring countries' reactions.

The multi-billion-dollar project was announced by the Indian government in 2002 but had since remained on paper.

Experts in Nepal say the country's unstable political situation could open the door for India to build dams and reservoirs in Nepalese territory for the inter-linking project - known as the ILR.

Hydrologists say as an upstream country, Nepal has ideal locations for the infrastructure required to make the mammoth Indian project happen.

Bhutan too has similar locations and some of its rivers are tributaries to the Bramhaputra, a major river system in the region included in India's river-linking project.

Long-running disputes

The project's basic idea is to take water from areas where authorities believe it is abundant and divert it to areas where there is less available for irrigation, power and human consumption.

Official Indian documents have stated that the country - with its population of 1.2 billion - is increasingly water-stressed.

But when the government tried to present the ILR as a possible solution, it became quite controversial as critics argued it would have huge environmental consequences.

They also said it was unfeasible on technical grounds and that not all the states through which the rivers flow might allow waters to be diverted.

Some Indian states already have long-running water sharing disputes.

Delivering the court's order earlier this month, the judges said the project had long been delayed, resulting in an increase in cost.

Some 10 years ago, the super-ambitious scheme was billed at $120bn and was estimated that it would take 16 years to complete.

The court has also appointed a committee to plan and implement the project in a "time-bound manner".

Even before any of that began, Bangladesh was already quite critical of the idea.

"We can never agree to it," Ramesh Chandra Sen, Bangladeshi water resources minister told the BBC.

"Our agriculture, economy and our lives depend on these rivers, and we cannot imagine their waters being diverted."

Downstream impacts

The Ganges and the Bramhaputra, Asia's major river systems that flow down to Bangladesh, are among the rivers India has planned to divert to its western and southern parts.

Ainun Nishat, a Bangladeshi water resource expert, was even more critical.

"India assumes that these rivers stop at its borders and that there will be no downstream impacts to Bangladesh if it did anything to those resources," he said.

"They (India) have always thought that the Bramhaputra has a surplus water but they don't seem to remember that there is a sovereign country called Bangladesh downstream which has a need for water."

Minister Sen said there had been no official communication with his government on the project from the Indian side.

Nepal's Energy Minister Posta Bahadur Bogati too said he had not received any official information.

Senior Nepali water expert Santa Bahadur Pun said there were concerns that politicians might not be able to secure a good deal for allowing India to build dams and reservoirs in Nepalese territory.

"That is because we hear our leaders talking only about the stereotype hydropower development whereas they should be focusing on making India pay for the downstream benefits it would be getting from its river-linking infrastructures in Nepal."

Such concerns also stem from the fact that some think Nepalese politicians are too preoccupied with the prolonged peace process that India mediated after a 10-year Maoist insurgency.

Bhutan says it has not been apprised of the project idea.

"While we recognise rivers as a trans-boundary issue, there has been no direct dialogue as far as building structures in Bhutan for the project (of India) is concerned," Bhutanese Minister for Agriculture and Forests Pema Gyamtsho told the BBC.

'Conceptual stage'

Media reports and academic papers apart, little has come out officially about the inter-river linking project.

In 2006, the Indian water resources minister at the time gave a brief response in the parliament when asked if there would be a white paper on the project.

"The ILR project is still at a conceptual stage only and all the far-reaching effects of the link projects can be analysed at the stage of preparation of detailed projects.

"As such, there is no need to release a white paper on the ILR at this stage."

Indian water resources ministry officials made no comment to the BBC's query how India took its neighbours' reactions to the recent supreme court's order to implement the river linking project.

Many of India's past water treaties and agreements with neighbouring countries Bangladesh, Nepal and Pakistan have been mired in disputes.

And now New Delhi has had to worry about China's plans to divert its southern rivers to the north, analysts say.

The main concern has been proposed Chinese hydro-electric plants on Tibet's Yarlung-Tsampo river that becomes the Bramhaputra in India, although Beijing has said it does not intend to divert its waters.

A number of studies have shown South Asia as one of the flashpoints over water resources in the future, particularly in the wake of climate change and a burgeoning population.

A recent assessment by the US intelligence agencies has said beyond 2022, South Asia will be one of the regions in the world where "water would be used as a weapon of war or a tool of terrorism".

Romney gets Bush backing, but no sign of George W.

HOUSTON (AP) ? George W. Bush is as hard to find in his father's office, as he is in the 2012 presidential contest.

The 43rd president appears in a gold-framed picture tucked into a far corner of the room, partially hidden by a Texas flag and a cabinet door. The placement ? whether intentional or not ? is a reminder of the Republican presidential campaign and the lengths to which Romney and his rivals have tried to marginalize the two-term president.

The younger Bush was an afterthought Thursday as former President George H.W. Bush met with current GOP front-runner Mitt Romney until a reporter raised the issue.

"I haven't met with President George W. Bush. We speak from time to time," Romney said when asked if he had sought the younger Bush's endorsement.

Reporters were forced to leave the room before they could ask more about Romney's connection to the Republican president who left office just three years ago with the nation on the brink of financial ruin. George W. Bush has been ignored for months in the Republican presidential campaign. But his absence has been more pronounced over the last seven days as Romney trumpeted the endorsements of the former president's father and younger brother, former Florida. Gov. Jeb Bush, while spending two days courting donors across Texas.

George W. Bush, who lives in Dallas, did not attend any of Romney's half dozen Texas fundraisers this week. And he's not expected to follow his family's migration to Romney's camp any time soon.

While largely unspoken, both sides acknowledge that Republicans would be best served by not reminding voters of the Bush legacy of gaping budget deficits, two wars and record low approval ratings. His eight-year presidency has merited no more than a fleeting reference from Romney and his rivals in debates, campaign stops and interviews.

"For now we're just staying out of it," George W. Bush spokesman Freddy Ford said Thursday, declining to comment on a possible endorsement. Ford said Bush was focused on promoting and developing a presidential library bearing his name at Southern Methodist University.

"That's really where he's spending his time," Ford said.

But George W. Bush's virtual invisibility from the presidential contest seemed to surprise even his 87-year-old father Thursday, as a handful of reporters visited the senior Bush's private office in Houston to watch him endorse Romney.

"Has he endorsed you?" George H.W. Bush quietly asked Romney as reporters were beginning to the leave the room.

"Uh, no, no," Romney responded, before Barbara Bush quickly ended the conversation: "We'll talk about that," the former first lady said.

The 43rd president has been noticeably absent from national politics since leaving office in 2009 with a Gallup approval rating of just 34 percent. His predecessor, Democrat Bill Clinton, had a 66 percent approval rating in early 2001 when he stepped down after two terms marred by a sex scandal and impeachment.

A plurality of Americans continue to blame Bush for the nation's economic struggles: 43 percent of voters said he deserved a lot or almost all of the blame, compared with 36 percent who point to Republicans in Congress, 33 percent who think Democrats in Congress are responsible and 30 percent who credit President Barack Obama, according to a December AP-GfK poll.

In a presidential contest dominated by concerns over the economy, government spending and federal debt, the Republican candidates have been loath to acknowledge the extent to which the George W. Bush administration's policies contributed to those problems.

There is no question that Obama's policies, including the federal stimulus program and the auto industry bailout, have swollen the deficit and deepened the debt. And three years into his presidency, Obama often falls back on complaints about the bad situation he inherited when defending his own economic performance.

But while Obama may be overly eager to blame the Bush years for the nation's problems, GOP presidential contenders seem just as eager to pretend those years never happened.

"George W. Bush is still too fresh in the minds of voters," said Republican operative Michael Dennehy, a top staffer for Sen. John McCain's presidential bid four years ago. "The Democrats' strategy is to try to pin the bad economy on him. ... It's smarter to just avoid being directly drawn into that line of attack right now."

Taking office in 2001 with a balanced federal budget and a surplus in the Treasury, Bush quickly pushed through sweeping tax cuts without nipping expenditures a corresponding amount. The Bush tax cuts were set to expire after 10 years, but Obama allowed them to remain in place temporarily in exchange for an extension of unemployment benefits and a payroll tax cut.

The wars in Iraq and Afghanistan launched after the Sept. 11, 2001, terror attacks never were budgeted and have cost taxpayers more than $1.4 trillion so far. Obama ordered the last troops out of Iraq in December, but the Afghanistan conflict is set to continue through 2014.

Bush also signed legislation in 2003 enacting a prescription drug benefit as part of Medicare, the government health care plan for seniors, a huge entitlement program projected to cost as much as $1.2 trillion over 10 years.

The Troubled Asset Relief Program, the bank bailout program widely loathed by many conservatives, was another Bush-era package. Congress authorized nearly $700 billion for the program at the recommendation of Bush's treasury secretary, former Goldman Sachs executive Henry Paulson, in response to the collapse of Lehman Brothers and the subsequent financial crisis in the fall of 2008. As a presidential candidate, Obama supported the TARP bailout, as did his GOP rival, Sen. John McCain.

Romney shared a deep sense of respect for the Bush family while glancing at the picture in the corner, which featured the faces of the former presidents, George H. W. Bush and George W. Bush.

"I love that picture over there of the two presidents. Father and son," Romney said as reporters were leaving the office. "What a legacy."

This is bad news for any buyer, Bieber included, because a home appraisal that doesn't come near the fair market value can significantly slow down a purchase.

But, perhaps in Justin's mind, he wouldn't be in this real estate mess if he actually did buy a gorgeous, modern $10.8 million home in the Hollywood Hills that he had his eyes on and was rumored to have purchased for his 18th birthday a few weeks ago. Evidently, Bieber was hot to buy the house, but there was one problem ? Ashton Kutcher was renting it out. When Kutcher realized his 3-month rental could disappear under him by none other than Justin Bieber, Kutcher reportedly bought it.

In May 2009, the Home Valuation Code of Conduct was adopted to reduce the possibility of inflated property appraisals, the kind of thing that was a little too common during the real estate boom.

The goal of the HVCC is to get a independent, unbiased appraisal of the property, which in theory is good, but it forces banks to choose an appraiser through a third-party "appraisal management company" or AMC, rather than their local, preferred appraiser.

Sometimes these third-party appraisers come up with a value that appears to be significantly off market value because they may not be familiar with the area or use appropriate comps. However, due to the HVCC, the lenders must go along with the AMC's appraisal, making it harder to buyers to sell or homeowners to refinance.

A low appraisal doesn't mean the end of the line for Bieber's dream home but it does mean a little more work on both the buyer and seller's end.

Hopper and Hayward moved into the 1920s Hollywood Hills home while Hopper was filming "Easy Rider." After the birth of their first daughter, Hayward gave Hopper a camera. The star soon took up photography, featuring his friends and fellow stars.

Not only was the house home to Hayward and Hopper, but reportedly the property was previously owned by Hayward's mother, silver screen actress Margaret Sullavan.

"The home has a history of celebrities," said listing agent Aileen Comora. "Ike and Tina Turner visited Dennis there and Jimmy Stewart was a frequent visitor of Margaret's. Merv Griffin played the piano in the living room and George Segal remembers the home very well."

Craig Kilborn also lived in the home over 10 years before deciding to sell recently.

"About three to four months ago, (Kilborn) decided to travel and decided it was time to move on from the house," Comora said. "So we did put it on the market and pretty much one of the first people who saw it bought it."

The Spanish-inspired home exudes its old Hollywood history with terraced gardens, a beautiful pool and a backyard so private that someone who wants to could "walk around naked" said Comora.

The 3-bedroom, 3-bath home opens up with a turret foyer opening to the living room and dining room, that also extends to the second floor and contains a sitting room attached to the master bedroom.

Listed for $3 million, the home is closing at the end of the month.

For six years, actor Matthew Fox lived on the Hawaiian island of Oahu battling bizarre monsters and doing some medical sleuthing as Dr. Jack Shepherd on the hit TV show "Lost."

NEW YORK (AP) ? A big shift is happening in Big Oil: an American giant now ranks behind a Chinese upstart.

Exxon Mobil is no longer the world's biggest publicly traded producer of oil. For the first time, that distinction belongs to a 13-year-old Chinese company called PetroChina. The Beijing company was created by the Chinese government to secure more oil for that nation's booming economy.

PetroChina announced Thursday that it pumped 2.4 million barrels a day last year, surpassing Exxon by 100,000. The company has grown rapidly over the last decade by squeezing more from China's aging oil fields and outspending Western companies to acquire more petroleum reserves in places like Canada, Iraq and Qatar. It's motivated by a need to lock up as much oil as possible.

The company's output increased 3.3 percent in 2011 while Exxon's fell 5 percent. Exxon's oil production also fell behind Rosneft, the Russian energy company.

PetroChina's rise highlights a fundamental difference in how the largest petroleum companies plan to supply the world as new deposits become tougher to find and more expensive to produce.

Every major oil company has aggressively pursued new finds to replace their current wells. But analysts say Western oil firms like Exxon Mobil have been more conservative than the Chinese, mindful of their bottom line and investor returns. With oil prices up 19 percent in 2011, they still made money without increasing production.

PetroChina Co. Ltd. has a different mission. The Chinese government owns 86 percent of its stock and the nation uses nearly every drop of oil PetroChina pumps. Its appetite for gasoline and other petroleum products is projected to double between 2010 and 2035.

"There's a lot of anxiety in China about the energy question," says energy historian Dan Yergin. "It's just growing so fast."

While PetroChina sits atop other publicly traded companies in oil production, it falls well short of national oil companies like Saudi Aramco, which produces nearly 8 million barrels a day. And Exxon is still the biggest publicly traded energy company when counting combined output of oil and natural gas. PetroChina ranks third behind Exxon and BP in total output of oil and natural gas.

PetroChina is looking to build on its momentum in 2012.

"We must push ahead," PetroChina chairman Jiang Jiemin said in January.

PetroChina has grown by pumping everything it can from reserves in China, estimated to contain more than 6.5 billion barrels. It drilled thousands of oil wells across vast stretches of the nation's northern grasslands. Some of those fields are ancient by industry standards, dating close to the beginning of China's communist government in the 1950s.

The commitment to aging fields distinguishes PetroChina from its biggest Western rivals. Exxon and other major oil companies typically sell their aging, low-performing fields, or they put them out of commission.

PetroChina also has been on a buying spree, acquiring new reserves in Iraq, Australia, Africa, Qatar and Canada. Since 2010, its acquisitions have totaled $7 billion, about twice as much as Exxon, according to data provider Dealogic.

Several other Chinese companies have become deal makers around the globe as well. Total acquisitions by Chinese energy firms jumped from less than $2 billion between 2002 and 2003 to nearly $48 billion in 2009 and 2010, according to the International Energy Agency. More times than not, the companies are paying above the industry average to get those deals done.

It's making some in the West nervous.

In 2005, for example, CNOOC Ltd., a company mostly owned by the Chinese government tried to buy American oil producer Unocal. U.S. lawmakers worked to block the deal, asking President Bush to investigate the role the Chinese central government played in the process. Chevron Corp. eventually bought Unocal for $17.3 billion.

"There's a resistance to Chinese investment in (U.S.) oil and gas," Morningstar analyst Robert Bellinski says. "It's like how Japan was to us in the 1980s. People think they're going to take us over. They're going to buy all of our resources."

That's unlikely to happen. It doesn't make economic sense to export oil away from the world's largest oil consumer.

But the Chinese could make it tougher for Big Oil to generate returns for their shareholders. China's oil companies have been willing to outspend everyone and that drives up the price of fields and makes it more expensive for everyone to expand.

"You now have to outbid them," says Argus Research analyst Phil Weiss. "If you can't, you're going to have access to fewer assets."

Longer term, Chinese expansion globally will bring benefits to the U.S. and other economies. By developing as many oil wells as possible ? especially in Africa, Iraq and other politically unstable regions ? China will help expand supply.

"Frankly, the more risk-hungry producers there are, the more oil will be on the market, and the cheaper prices are," says Michael Levi, an energy policy expert at the Council on Foreign Relations.

Despite its swift expansion, PetroChina and other Chinese companies still have much to prove to investors, analysts say.

PetroChina's parent, China National Petroleum Corp., for example, has spent millions of dollars in Sudan to provide highways, medical facilities and shuttle buses for the elderly. Oil companies typically don't do that. All of that increases the cost of business and minimizes the returns for shareholders.

In 2009 and 2010, PetroChina's profit margins for its exploration and production business were only about two-thirds that of Exxon Mobil's. Its stock price has climbed less than 1 percent, in the past year, compared with a 3.7 percent rise in the stock of Exxon Mobil Corp.

"You have to ask yourself: What is the purpose of PetroChina?" Bellinski says. "It is to fuel China. That's it. Although they're a public company, I'm very skeptical that they have any interest in shareholder value creation."
